Scope of Work
Chevron Energy Solutions (CES), on behalf of the project’s owner, Keenan Development
Associates, designed, constructed and is operating a Central Utility Plant (CUP) to provide highly
reliable conditioned electricity, steam,
chilled water, and emergency standby electrical generation to multiple
off-taker facilities owned by the Army, Department of Homeland
Security, and the National Institutes of Health. The state-of-the-art CUP, which began commercial operation in 2008, is
highly redundant, and multi-phased, features a highly reliable and secure
underground distribution system. A second phase expansion
project will include extending the CUP utilidor to accommodate the energy
requirements of the new $550 million, Stage 1, USAMRIID BSL-4
laboratory facility.
Benefits
CES warrantees 99.999 percent availability on each electrical feeder and
provides electricity that meets the internationally recognized power
quality standards of the Information Technology Industry Council
(ITIC) and Computer and Business Equipment Manufacturers Association
(CBEMA). CES also warrantees 99.99 percent availability for CUP-generated
and distributed chilled water and steam.
CES’s stringent operational requirements ensure seamless provision of
high-quality energy commodities in support of the federal government’s
biodefense mission and national security.
